Job summary

Lead and execute recruitment plans to attract and retain the right talent for the company aligning with business demand. Contribute to the design and delivery of people development initiatives in support of the country's strategic and operational plans. To support HM Clause vision of becoming the Employer of Choice as per strategic HR plan leading, implementing & developing country projects related to: Diversity and Inclusion, Social Responsibility, Employee Engagement, Employer Branding and communication.

Responsibilities

  • Partner with business managers to identify training needs and consolidate the country annual training plan
  • Propose, design, and implement solutions to execute that training plan
  • Recommend effective and diverse development solutions to address the behavioural or skills gaps in the workforce
  • Lead all communication initiatives to enhance awareness of country training and development activities as well as available opportunities, internally and externally if applicable.
  • Develop or customize training content and materials to fit the local context and culture, deliver trainings where suitable
  • Input, administer, and monitor all training reports and tracker, to include attendance records, acknowledgment forms, user registrations, curriculum/course assignments, usage, cost, performance reporting, as well as other required documentation.
  • Develop tools to evaluate the effectiveness of training courses and developmental initiatives. Implementation of effective follow-up and investigation of training outcomes, the learner experience, and the learner performance assessment as it relates to training objectives.
  • To ensure Onboarding processes and procedures are applied across the country and department in alignment with the region's direction. Measure, monitor, follow up the implementation of the onboarding programs and activities. Make proposals to enhance the effectiveness.
  • Lead the sourcing and selection of external partners (i.e., vendors, consultants, training suppliers/providers, and internal departments) to support the execution of all training and developmental activities, and contribute to the evaluation of their efficiency and effectiveness in accordance with expectations.
  • Identify and develop a team of internal trainers. Enhance internal training activities in terms of quality and quantity.
  • Handle invoicing and internal bill-back processing and tracking of all training and development activities and events and process it for management approval.
  • Drive process improvement. Be an ambassador of the HM. CLAUSE culture, ensuring our values are upheld and represented.
  • Deploy regional and global training and development programs, including Knowledge transfer, Mentoring, Coaching, Managers' Essential, Leadership programs locally.
  • To document and review training & development processes as needed.
  • Support and assist the mobility for the employment of foreign nationals (completion of work permit, TRC, etc.).
  • Take the lead in recruitment activities, from sourcing to hiring, internally and externally, via various channels and platforms, including the social media, job boards, recruitment agencies, internal communication tools, etc.
  • Partner with the hiring managers to understand the business needs as well as to share insights about the labour market.
  • Ensure desired candidate experience throughout the recruitment and hiring processes. Educate hiring managers and stakeholders to create positive candidate experience.
  • Use and provide guidance for users of recruitment e-tools, leverage the system to build a candidate database and develop a talent pool for future needs.
  • Ensure the implementation of recruitment process on recruitment of candidates as required. Provide on time reports and communication to give visibility of recruitment progress and candidates.
  • Recommend and apply initiatives to optimize cost, speed, and quality of recruitment.
  • Lead projects to improve recruitment effectiveness and enhance employer branding.
  • To facilitate the country Diversity and Inclusion actions.
  • To participate in Projects related to Diversity and Inclusion roadmap of Asia being part of global Committee.
  • Assist HR Manager to plan and execute action plans to increase employee engagement.
  • Support internal communication activities, eg. Newsletter, Rewards and Recognition and other engagement projects.
  • Minimum Bachelor's Degree, preferably in Human Resources or related field.
  • Minimum 3 years of progressive Human Resources work experience, with focus on recruitment and training and development, or equivalent combination of related education and work experience
  • Proficient in recruitment and development activities and processes.
  • Ability to communicate in English .
  • Strong computer skills to include Microsoft Office (Excel, PowerPoint, Word).
  • Excellent communication skills both verbal and written, including presentation skills.
  • Excellent interpersonal skills with people at all levels, internally and externally.
  • Effective planning and project management skills.
