Our client is seeking a Railway Engineer to assist with providing project preparation support for the proposed Metro Line 3 Extension Project.

This proposed project will increase metro coverage to the southeastern part of the city to provide a core metro network with city-wide coverage.


The extension of Metro Line 3 commences at the Ha Noi railway station and extends to Hoang Mai, south of the city center, which will be an extension form Line 3 currently under construction between Nhon and Ha Noi Station (footnote 2).

The extension line is approximately 8.8 km, comprising 8.1 km underground passage and 0.7 km underground transition, with a total of 7 underground stations and one depot at Yen So.

The Ha Noi People"s Committee (HPC), the executing agency, and the Ha Noi Metropolitan Railway Management Board (MRB), the implementing agency, have been formulating the project the Metro Line 3 Extension Project will be of all tunnel structure.

This is an intermittent contract with 44 Work Days starting from 20 March 2023 and finishing 31 March 2024.

This Job closes on 14 March 2023.

The Railway Engineer will conduct the following tasks:
i. Review implementation arrangements of the past and ongoing metro projects in Viet Nam;
ii.

Understand the details of the ongoing Ha Noi Metro Line 3 Project"s specifications, system design, interface issue, operation pattern, expected passengers, etc.

iii. Review MRB"s project implementation capacity;
iv. Review available documents, laws, and regulations related to the project implementation;
v. Assess the readiness of the proposed Ha Noi Line 3 Extension Project;
vi. Understand the objective and applicability of EU-AIF financing;
vii. Identify scope of potential technical assistance activities to be financed by the EU-AIF grants to improve the project readiness, while taking into account the ongoing project"s implementation arrangements, MRB"s capacity, laws/regulations, applicability of the grants, and international practices;
viii. Identify cost estimates of the potential technical assistance activities;
ix. Review available recruitment and procurement documents;
x. Closely communicate with MRB, Transport Specialist, Procurement Specialist, Procurement Expert, and potential co-financiers to identify needs for the PMS, FS, DED, and FEED (footnote 6);
xi. Propose optimal scope and implementation arrangements for PMS, FS, DED, and FEED. The engineer will lead identification of scope and arrangements for FS, DED, and FEED and provide the Transport Specialist with technical inputs for PMS if necessary;
xii.

Assist HPC and MRB in developing TORs and cost estimates, responding to queries from potential participants in selection, and providing MRB with advice for technical proposal evaluation for PMS, FS, DED, and FEED.

Job Requirements

i. minimum of bachelor's degree in urban railways engineering or relevant areas;
ii. preferably international recognized professional qualifications;
iii. preferably more than 15 years" experience in metro system development;
iv. experience in projects funded by ADB or other international financial institutions; and
v. experience in developing countries, preferably in Viet Nam.

Minimum General Experience: 15 Years

Minimum Specific Experience (relevant to assignment): 10 Years
