Our client is seeking a Procurement Specialist to assist with providing project preparation support for the proposed Metro Line 3 Extension Project.

This proposed project will increase metro coverage to the southeastern part of the city to provide a core metro network with city-wide coverage.


The extension of Metro Line 3 commences at the Ha Noi railway station and extends to Hoang Mai, south of the city center, which will be an extension form Line 3 currently under construction between Nhon and Ha Noi Station (footnote 2).

The extension line is approximately 8.8 km, comprising 8.1 km underground passage and 0.7 km underground transition, with a total of 7 underground stations and one depot at Yen So.

The Ha Noi People"s Committee (HPC), the executing agency, and the Ha Noi Metropolitan Railway Management Board (MRB), the implementing agency, have been formulating the project the Metro Line 3 Extension Project will be of all tunnel structure.

This is an intermittent contract with 66 Work Days starting from 20 March 2023 and finishing 19 December 2024.

This Job closes on 14 March 2023.

The Procurement Specialist will conduct the following tasks:
i. Review available recruitment and procurement documents;
ii. Understand the ongoing Ha Noi Metro Line 3 Project"s procurement, system, specification constrains related to the ongoing project, to ensure system interoperability;
iii. Closely communicate with MRB, the Railway Engineer, Transport Specialist, Communication Expert, Procurement Expert, and potential co-financiers to identify needs for the PMS, project communication, FS, DED, and FEED (footnote 7);
iv.

Assist the executing and implementing agencies in drafting recruitment documents based on the terms of references (TORs) to be developed by the Railway Engineer, Transport Specialist, and Communication Expert, responding to queries from potential participants in selection, and providing MRB with advice for procurement matters related to technical proposal evaluation for PMS, project communication, FS, DED, and FEED.

v. Respond to queries from potential participants in selection and provide MRB with advice for technical proposal evaluation; and
vi.

Plan and organize procurement training sessions for MRB staff to strengthen their procurement capacity with the Procurement Expert"s support (footnote 8).

Job Requirements

i. a bachelor's degree in engineering or other relevant areas;
ii. preferably more than 10 years" experience in procurement for railway projects and similar projects;
iii. experience on projects funded by ADB or other international financial institutions; and
iv. experience in developing countries, preferably Viet Nam.
